E3M is a 3-year running EU-Tempus project n° 2013-5503/001-001 (01.12.2013 – 30.11.2016) on Evaluation of Quality of Cooperation in Education Ecosystem as a Mechanism for Building Professional Competences. The E3M project aims at developing collaboration between higher educational institutions and organizations representing the labour market and at resolving issues connected with the reformation and modernization of education, particularly the introduction of the competency-based approach to education.
This is a Tempus project with Russian Universities, together with partner universities in Finland, Spain, Austria and companies and agencies as well as our own network.
At the beginning of the project, the current state of cooperation between the university and the employer in Russia was analysed. In the 2nd year of the project the focus was on Benchmarking visits, which are key components of the project. Both Russian and European colleagues emphasize that such visits promote the existing contacts between partner institutions and open new opportunities for future cooperation. During visits to the European partner universities, which took place in Jyvaskyla, Antwerp, Girona and Carinthia, representatives of Russian universities were able to learn about the specific features of strategic partnerships between universities and employers of Austria, Finland, Belgium, and Spain and visit a number of workshops and share their experience with foreign colleagues
One of the main aims of this project is to develop action plans for the Russian partner universities. In order to develop these action plans the following steps have been taken:
- International research and practical workshop “Exploitation of European best practices in the cooperation between Russian HEIs and working-life organizations” in Moscow from 12 to 16 October 2015 at the Educational Institution of Trade Unions & Higher Professional Education.
The workshop welcomed project representatives from Finland, Spain, Austria, Belgium, and Russia. The workshop started with a project meeting of the consortium members and a discussion of the workshop programme and the expected outcomes. The Russian representatives shared the results of benchmarking visits to the European partner universities, which took place between December 2014 and May 2015. The European partners, acting as the work package leaders made presentations devoted to the following issues: Publishing project materials (a monograph and a digital manual) (Artesis Plantijn Hogeschool Antwerpen, Belgium), Evaluation frameworks (University of Girona, Spain), Dissemination of the E3M project results in the project website (Carinthia University of Applied Sciences, Austria).
The second day was a day for the legislative and executive authority experts, trade unions and business organizations. The programme of the workshop included reports made by the representatives of the Labour Remuneration Department, the Committee on Labour, Social Policy and Veterans Affairs, the Department of Social and Labour Relations and Social Partnership of Independent Trade Unions of Russia and other authorities. The workshop continued with roundtable discussions, attended by experts and representatives of partner universities, students and working-life organizations.
Subjects of the roundtable discussions:
- How to exploit various kinds of university-working life collaboration practices inside and outside universities (other than inside the degree program curricula)?
- How can stakeholders and shareholders benefit from better collaboration and how should exploitation be organized outside the university?
- How to exploit new practices conducted in the degree program’s curriculum to other faculties inside the university?
- How shall we motivate employers, teachers, teaching staff and students to joint work in exploitation of new forms of cooperation?
- Partner meeting in Antwerp: the handbook of the action plans and the development of the awareness campaign
In April 2016, the activities were geared at finalizing the project. The focus was mainly on how to develop the materials that were gathered during the 2 and a half years of exchange, into usable outputs and deliverables.
The first day of the meeting the materials related to university-employer cooperation practices collected and integrated by the project team of AP University College and presented to other project partners, were discussed. The participants worked on the common approaches to modernizing and structuring the available materials.
The second day was devoted to the seminar on dissemination and information campaign. The participants identified the methods for disseminating the information and presenting the project results and university-employer cooperation activities to the target audience.
On the final day, the agenda included a presentation of Applying European Practices of Engaging Employers in Educational Activities of Russian Higher Educational Institutions made by a member of the NVSU partners, with final summarizing discussions and also a certificate award ceremony.
Following the awareness goals, Herzen State Pedagogical University of Russia, St.Petersburg (HSPUR) used the Russian social network “vkontakte” to disseminate the results of its projects. The website of the social network is https://vk.com/tempus_e3m. It shows news, pictures and events concerning the Tempus project results. Russian partners and students are welcome to join the group and to share their Tempus events, results and news in Russian language.

All the involved partners are looking forward to read the end results, which include a guidebook on university-employer cooperation. This will be presented at the final meeting, which takes place from 4 to 11 November 2016 at Nizhnevartovsk.
